Hub review in line with May 2023 framework complete
In May 2023 our framework was updated and confirmed at Transport and Environment Committee. This prompted a review of all bin hubs and a list of all the changes agreed is included in Appendix 1 of the March 2025 update report.

These changes have been included in a Traffic Regulation Order (TRO) – ref TRO/25/03. We appreciate that residents have been patiently waiting for these changes, some of which were agreed in late 2023.
- Stage 1 of TRO/25/03 took place earlier this year (17 April to 13 May).
- Stage 2 advert is waiting to be scheduled with works expected in early 2026.
We will update this webpage as soon as we have information on the timeline for this TRO and the roadworks.
Hub review in line with November 2024 framework underway
Following workshops with Councillors and Community Councils, criteria used for siting bin hubs was updated by the Transport and Environment Committee in November 2024.
The review is underway, and we are doing the review in the order listed below
- Review of hubs currently in TROs
- Review of priority hubs as requested by residents, Councillors and Community Councils
We use the TRO process to change on-street restrictions which allow bin hubs to be placed. The process includes 1st stage Consultation (known as Stage 1) where plans are shared with statutory consultees for comment. Residents can submit comments, formal objections, and notes of support when TROs are advertised for the second stage public consultation (known as Stage 2).

Bin hubs part of an active Traffic Regulation Order (TRO)
We have developed an approach to reviewing the 260 hubs which are currently part of an active TRO which ensures
- residents are provided with the improved waste and recycling service
- the legal TRO process is completed and on-street changes implemented
- overall costs are reduced by not installing bull bars (if the hub will move)
- the bin hub is reviewed in-line with the November 2024 changes
This approach means that the order in which hubs are reviewed has been updated to reflect the planned installation of hubs.

Active TROs
TRO/23/35 Priority Parking (South Morningside, Newington and Prestonfield and Queensferry Road at Ravelston) – 55 bin hubs
- Changes made to 4 hubs in West Savile Terrace, Comiston Terrace & Plewlands Terrace, Morningside Gardens – hubs either placed across the road or reduced in size.
- The bull bars for these bin hubs will be installed at a later date
TRO/24/23 Phase 5 Old Town – 60 bin hubs
- Changes made to 1 hub (Cornwall Street) which was moved across the road
- The bull bars for these bin hubs will be installed at a later date
TRO/25/03 - City-wide changes - 150 hubs
- These are pending city-wide changes to bin hubs as mentioned in the section above. These hubs will also be reviewed in line with the November 2024 framework.
TRO/24/28 Greenways (11 bin hubs) – review ongoing
Priority hubs requested by residents, Councillors and Community Councils
This list includes 216 bin hubs across the city which are not part of active TROs.
Next steps
We estimate the review to be finished between October and November 2025.
Outcomes from the review will be shared with Ward Councillors and Community Councils and reported to the Transport and Environment Committee as part of the next project update. All changes will be summarised, added to this webpage and reasoning will be given in cases where bin hub locations cannot be changed.
